A rig down for relocation is the largest routine lockout in the industry: drawworks, mud pumps, top drive, generators, hydraulics, pneumatics, and the accumulator that must be bled before anything else. Eighteen points is normal.
Tank and terminal work adds hot work and confined-space entry on top of energy isolation. Welding a nozzle on a storage tank is three permits and a lockout, and the sequence between them matters: the permit should not issue until the isolation is verified.
API RP 54 and RP 2003 sit alongside 1910.147 here, and the record has to show all of it.

When a permit expires mid-job the work order goes on hold with the reason stated. Resuming is a deliberate act.
