What lockout looks like here

A haul-rope inspection is a lockout on a system where the rope itself is the stored energy. The drive is electrical and hydraulic; the tension is mechanical, in the counterweight or the tensioning carriage, and it does not care that the motor is locked.

Two terminals, sometimes kilometres apart, both able to move the system. Isolation at one end is not isolation.

ANSI B77 governs alongside 1910.147, and the inspection itself is the regulated event.

How it goes wrong
Drive locked, counterweight free

Motor and brakes isolated. The tension system is not blocked; the rope creeps.

Return terminal not isolated

The drive terminal is locked out. The auxiliary drive at the return terminal is not.

Evacuation drive left available

The emergency drive intended for rescue is a way to move the rope during inspection.
